Phillip Quinten Moskal Maxwell, July 15, 1963 – October 5, 2021
Phillip Moskal Maxwell, a highly valued Board Member for Public Watchdogs, has passed away. A single father, Phil held a juris doctorate from USD, and was a passionate public advocate who defended the weak and the dispossessed. Prior to becoming a Public Watchdogs Board Member, Phil worked for many years as a public advocate for UCAN, the Utility Consumers’ Action Network. Phil was instrumental in the development of Public Watchdogs’ interventions before the California Public Utilities Commission (CPUC). He is survived by his son, Parker Moskal, and his daughter, Leah Maxwell. A memorial service will be held Friday, October 22, at the UUFSD Palmer Library, at 1036 Solana Dr, Solana Beach, CA 92075.
